BESA writes to Secretary DOT, CMD & Director HR for not to implement 3rd PRC

BESA writes to Secretary DOT, CMD & Director HR for not to implement 3rd PRC unless and otherwise the following pending issues of 2nd PRC are resolved -

  1. BSNL has withheld many benefits as implemented by 2nd PRC such as LTC, Medical and Perks. 
  2. BSNL is yet to pay the arrears of pay with 78.2% fitment as implemented by 2nd PRC w.e.f. 01/01/2007. Notably, the same seems to have been paid in MTNL at the directions of Hon’ble Bombay High Court. 
  3. BSNL has misutilised the corpus of Post-Employment Medical Benefit Fund (which was meant for the benefits of BSNL Recruited Employees) by paying-out medical reimbursements to ineligible retirees, who retired under Rule 37A of CCS Pension Rules 1972 and were factually covered by CGHS. Notably, BSNL and DOT are jointly and severally responsible for this debacle; and thus, yet to make this loss good since 01/10/2000. 
  4. BSNL is yet to implement the replacement of E1A and E2A Pay Scales within the purview of 2nd PRC w.e.f. 01/01/2007. 
  5. BSNL is yet to take ‘Year-On-Year Basis’ decision on 30% Superannuation Benefits for BSNL Recruited Executives as implemented by 2nd PRC w.e.f. 01/01/2007. 
  6. Above all, the present liquidity position of BSNL is beyond your knowledge. 
BESA also doesn't support AUAB for their agitational program as they are taking up the issues of BSNL Recruited Employees just for the name sake and will compromise everything for 3rd PRC and Pension Revision.
