BESA writes to Secretary DPE, Secretary DOT and BSNL for the violation
committed by BSNL in providing Post Employment Medical Benefits (PEMB).
Presently, BSNL is providing PEMB to ineligible employees, who are getting Pension
under Rule 37A of CCS Pension Rules 1972 and Medical Benefits under CGHS. As
per DPE OMs issued from time to time, the employees who are covered by Pension
and CGHS cannot avail PEMB. Therefore, the Corpus meant for the welfare of BSNL
Recruited Executives is misutilised by BSNL for BSNL Absorbed Executives. Further,
BSNL is also providing PEMB out of its current earnings and without creating
Trust in violation of Ind AS 19 issued under The
Companies (Indian Accounting Standards) Rules, 2015.
Dear Members, BESA is committed for the implementation of 30%
Superannuation Benefits for BSNL Recruited Executives; and creation of PEMB Trust
is first step towards it.
